Education Braces For Bitter Reforms Lesson

UNIVERSITIES, staff and students are preparing for major disappointment when the biggest overhaul of higher education in more than a decade is unveiled in tonight's Budget.
The Government warned again yesterday the reform package was not only about dollars but structural change. Universities would have conditions tied to increased funding.
The package is expected to include higher HECS fees for students, an expansion of full-fee paying places, a loan scheme for up-front full-fee paying students and tying research funding to workplace agreements.
Regional universities would suffer in a move from operating grants to competitive research funding.
The reforms will face a hostile Senate with Labor, the Democrats and Greens opposed to increasing HECS fees and student debt. But there may be sweeteners to entice independent senators. Only four senators need to be swayed to get the reforms through.
